• Add oboe-wrapper local vcpkg port

  ... because we switched to unmodified oboe.
  
  The wrapper is built as separate local vcpkg port
  that depends on oboe.

    * Rename `install_oboe` to `install_android_deps`
  
  ... because we add ndk_compat and the function installs
